EUDR: Verschiebung bestätigt
Die Trilogeinigung vom 04.12.2025 ist formal vom Rat und vom Plenum des Europaparlaments angenommen worden. Damit ist die Verschiebung der EUDR bestätigt.
Weitere Details der Einigung:
- Die Anwendung der "EU Deforestation Regulation" (EUDR) wird um weitere zwölf Monate verschoben. Das bedeutet für große und mittlere Unternehmen damit auf den 30. Dezember 2026, für kleine und Kleinstunternehmen auf den 30. Juni 2027.
- Darüber hinaus wird ein Once-only-Ansatz in der Lieferkette gelten. Das bedeutet, dass ausschließlich der Erstinverkehrbringer eine Sorgfaltserklärung erstellen und nur der erste Marktakteur in der nachgelagerten Lieferkette die EUDR-Referenznummer speichern muss. Ursprünglich war vorgesehen, dass zumindest die größeren Akteure zwingend ein Sorgfaltspflichtensystem hätten etablieren müssen; und damit stets erneut Informationen, Unterlagen und Daten über die Herkunft ihrer Produkte sammeln.
- Für Kleinst und kleine Primärerzeuger aus Ländern mit niedrigem Risiko reicht eine einmalige Registrierung im EU-System und vereinfachte Sorgfaltserklärung.
- Bücher, Zeitungen und Druckerzeugnissen werden aus dem Produktumfang der EUDR ausgenommen.
- Und nicht zuletzt hat der Rat die EU-Kommission beauftragt, bis April 2026 weitere Entlastungsoptionen zu prüfen.

„Members of the European Parliament today voted in favor of a deal to review, simplify and apply a further one-year delay to the application of the EU’s anti-deforestation law, with 405 votes in favor, 242 against and eight abstentions. The law was already delayed by a year last year.
Back in September, Environment Commissioner Jessika Roswall announced that the law needed to be postponed, citing issues with the IT system necessary for the law’s implementation. The Commission reversed course a month later, instead proposing that the law would take effect Dec. 30 with some simplifying amendments and a six-month grace period for companies struggling to comply.
The Parliament and the Council have now reverted to a yearlong delay in addition to a review clause and simpler due-diligence requirements.
Under the deal, businesses will have at least one more year to comply with the rules. The law will apply for large operators and traders as of Dec. 30, 2026, and for small operators as of June 30, 2027. The agreement also introduces simpler due diligence requirements and requires the Commission to review the law’s impact and its administrative burden by next April.
The co-legislators also agreed to exclude printed products from the scope of the regulation, as requested by the Parliament.
Today’s vote is the final step in the legislative process before it’s published in the EU Official Journal and becomes law.“
