What is a Transport Manager?
In essence, the transport manager corresponds to the known "person appointed to manage the affairs of freight transport/bus transport." It is new that a company may potentially contract a different person as a transport manager. This contractually appointed transport manager may then manage a maximum of four companies with a fleet of up to 50 vehicles combined. A prerequisite for the use of an "external transport manager" is a permanent residence in the EU and a detailed contractual arrangement regarding the tasks to be performed. These tasks include, in particular:

Maintenance management for the vehicles
Examination of transport contracts and transport documents
Basic accounting
Allocation of cargo or transportation services to the drivers and vehicles
Examination of safety procedures. The transport manager's duties must be carried out independently of the interests of any potential client for whom the company provides transport services.
Companies that exclusively operate in-company traffic are not subject to the provisions of the EU regulation. They are not affected by the regulations, as has been the case until now.
